You can get a Blessing of Mara in Riften's Temple of Mara, Blessing of Dibella in Markarth Temple of Dibella, Blessing of Kynareth in Whiterun Temple of Kynareth etc.
There is no magnitude to Cure Disease in Skyrim, all Shrines will cure you exactly the same.
Also if you're fighting vampires, you can carry around some Potions of Cure Disease, or in the worst case, try shooting down a hawk (yeah, you can shoot em down, its a pain though) and get the "Hawk Feathers" that drop and they will cure diseases.
The CK has the Blessing of Talos at 1.00 for Cure Disease, while the other Blessings are 24.00.

Now whether that affects the ability of Talos to remove all diseases with a 1.00 magnitude, I can't say, but since I imagine the OP didn't want to become a vampire it was safer for him to get a Blessing with a higher magnitude just to be safe.
So, joining the Volkihar clan and becoming a Vampire Lord? Persoanlly, I've never done it and have no plans to, but plenty of people have.
I did it back when I played on PS3. The sunlight debuffs were kind of a pain (Especially since that character was a mage) but otherwise it was actually pretty cool.
I didn't join Volikar, though, I just took up Serana's offer afterwords.
