I did the same thing as him but with Interesting NPCs. Also is there a way to download it with MO that dosent need me to download something else. Also I cuse IDK i tell where I put data folder (also there wasnt anything but the data folder, when I opened it, I didnt open the data folder then put what was inside in skyrim data folder, I put the data folder in the data folder) so I did the folderx86 and went to steam, steamapps, common, Skyrim, Data and when I open data there wasnt another data folder in data so I put the folder in there. Also I lunch Skyrim with MO cuse I have mods downloaded on there and stuff so will that have a inpact. Sorry if it makes no sence and that there is alot of words.

Yeah you need to merge the "data" file that comes with the mod with skyrims data folder, not put it in it, or just copy the contents of the data folder that came with the mod to skyrims data folder.
Essentially do the following:
1. Download Interesting NPCs
2. Extract to ...\steam\steamapps\common\Skyrim
3. Click yes when it asks you to merge folders, then overwrite anything it asks to overwrite.

OR, since you're using MO then just click "download with NMM" on the nexus page, if everything is set up right then it should just download through MO. Then just double-click it in the downloads panel, sort load order and voila!

I grad the data file drag it to the other data file, the let go of the butten and then it showed a loading thing (IDK how to explain) and said extracting. I think this what you mean but I think extracting mean taking out and I have almost delted my data of skyrim befor so I being a littel bit to carefull. Thank you and sorry.
