even then it is known to happen from time to time. I just had 2 dragon encounters that were bugged to all he ll but had like 5 since that went perfect. if it happens several times in a row especially after fast travelling then you should worry.
BTW- just be thanful it wasn't alive as I have had several times over the years.
Do NOT disbale skeletons or characters and leave them to those cells. Peoples giving you such bad advices can be safely ignored. We have to deal with their "advices", when players come back complaining about crashing saves and bugged cells. To be honest, there may be very little we can do about them.
Disabling characters or skeletons does not remove them from the cell. Scripts will load and keep affecting to them. This can - and often will - lead to save bloat, or cell getting bugged out.
If you wish to clean something with console, then use markfordelete instead.
Dragon skeletons were already fixed in Unofficial Skyrim Patch, as explained above. Use USLEEP, if you have all DLCs, because support for separate patches has ended. Use separate patches to fix problems like this and other save bloat features from the game, if you do not have DLCs.
