Did you break in to Honningbrew Meadery, before starting the quest? That would glitch the quest and is not fixed in any patch.

You could try to torce the quest. UESP seems to consider it safe.

After completing the quest Loud and Clear, if you do not ask Brynjolf why Maven Black-Briar is requesting a meeting, the quest will not become available. Also Brynjolf will not speak to you, saying only that he has "important tasks to be doing".
This bug is fixed by version 1.4 of the Official Skyrim Patch.
I think that is what happened but my skyrim should be automtically up to date. hmm, I guess ill just force it by the console, I question if these skyrim patches are applying to my game.

Unofficial patches are mos definitely adding stability to your game. We have gone this over several times. If for nothing else, then broken cleanup scripts in vanilla game cause a save bloat to your game. Depending on your gameplay choices and mods, this may render your save files unplayable.

If you suspect that your game lacks patch data, or that your master files are broken, try to validate your game files with cleared appcache folder.

Okay, I'll give this a shot.

Quick question, do I also have to clean all my mods again? I know I have to clean the master files again. But verifying the game files didn't change the mods right?

No, it does not.

As a general note: it is worth to mention that cleaning mods is not supported, unless mod author or forum regulars especially recommend doing so for spesific mods. Not all "dirty" edits are unwanted and cleaning them may break the mod. LOOT only tells that these edits exist. It does not know if they are needed or not.
