"I had this same problem and on google search I found the fix.
Just go to Users\your_name\Documents\My Games\Skyrim and find the SkyrimPrefs.ini file.
Find and edit these lines in it to make them say.
bDoDepthOfField=0
iRadialBlurLevel=0
That should let you see underwater. It fixed it for me."
wobei bei mir reichte bDoDepthOfField=0 damit Unterwasser wieder sehen konnte
