Can't change the wait button

I played Skyrim on my PC a good bit a while back, and now as I come back to it, I can't use the "wait" command. I check the controls, and there's no option to change the wait command! There's supposed to be, right? I'm sure I could change it before.

Also, when I try to change the "Toggle POV" to the "back" button (XBox controller), it tells me the back button is reserved...

Any tips on how to fix this?
