Lips not moving
Has anyone figured out a fix for the issue with npc lips sometimes not moving although they are talking? This only happens to me when I am not engaged with them in dialogue. This issue is quite frustrating. I searched around google but found nothing. I really appreciate any responses.

Check nexus. I'm sure they have a mod somewhere that fixes what you're frustrated with.

EDIT: Spelling and missing verbiage.

Thanks for answering. I searched all over the internet and the only useful information i found was that disabling skytest or skybirds solved the bug for some people. I don't have either of these mods and have never had them so unfortunately I am not too optimistic about fixing this. If I do fix it, I will report how here so others can see. If totally reinstalling the game doesn't work, then Bethesda will forever be on my sh*t list. I bought this game recently after previously owning it on console. I was planning on buying Oblivion and Morrowing too afterwards but Bethesda kinda lost a customer there. I mean come on....

Neither of these mods should affect to this problem, because neither of them affects to character animations. If you have any mods, then it is possible that:

1. Your resource priority is wrong. You will have to reinstall your mods to make sure that files will take a correct order. Load the ones affecting to character animations last.

2. You have wrong adult mod settings. Check SL settings, and/or mods overriding it.

3. Your file integrity is messed up. Check following instructions.

After you've tried everything that should work, try Female Facial Animation by nao4288, and make sure to run FNIS for users, after. I had the same problem, tried all the stuff that worked for everyone else, did this, fixed.

Thanks for the responses everyone. In the end reinstalling the game fixed the problem. Guess I will just have to be more careful with modding. My faith in Bethesda has been restored for now.
