If you can play the game, you have enough RAM.
Incidentally, porting over armour from another game then making it available to the general public would be considered copyright infringement, which is illegal. While you can use it on a personal basis under the Fair Use provisions of the regulations, you are not allowed to distribute it unless you have permission from the copyright owner.
... even if you are porting items from Morrowind or Oblivion to Skyrim!
It's worth noting that people have ported assets from morrowind into skyrim. The brass tacks between the games have been very similar for years.
It's pretty much impossible to tell until people get their hands on both the game and the editor, but chances are you'll at least be able to port it over. Though the game engine is not going to have any impact on the meshes and textures of the weapon itself. They'll still be the same ones that were used in Fallout 3.
There are SOME companies that have already given permission though. CD project red allows you to port any assets from their witcher games to any game. So does the makers of TERA if I remember correctly. Bioware allows it to a limited degree by allowing porting between their dragon age series, but you still cant use their assets in games outside the series. Did I forget someone?
