Blacksmiths
Crafting
Off Dead People
Chests in dungeons.

Game should scale the loot you can get based on your level.

If you have Dragonborn, go to Solstheim.

Make sure you save your game before leaving Ravenrock as all enemies are a high level.

When you get off the boat head across the dock and make a right out of town. Head down the road where you will see a guard fighting 3 Ash Spawn.

Examine the dead guard and take his gear. He will have Bonemold Armor, an Elven sword and bow. The sword and bow are good for such a low level. You can get it at level 1 with some effort.

Be careful though those ash spawn are a high level and can kill you in a few hits.

I suggest you take the gear from the body and let the Redoran guard deal with them or try to help him, but keep your distance. Once he goes to bleedout they will come for you.

I assume that you are not smithing your own. And possibly not enchanting your own. In that case, a house/resting place with storage will be required. As you get good gear, store better peices until you get a full outfit in one type. With the right perks in the correct armor type you get greater protection by having all one type, ebony for example. Also having all one type can becomw weightless. But Smithing and enchanting your own, then improving them at a forge is the best way to get superior equipment. Plus working at those perk trees improve your overall rating. The drawback, you eventually have to use some perks in those trees to do some off the things you want, for example to build ebony armor.

You should probably level up your smithing skill since there are no skill requirements to wear any armor. You should be able to find enough resources to get to 100 so you can make dragon bone/scale armor. By the time you hit level 20 you should be able to complete the Pieces of the Past daedric quest so you can farm daedra hearts and easily make daedric armor

depending on what type you are going with, heavy or light armor... there are quests that will give you better armor and weapons for free..
thieves guild armor and dark brotherhood armor are very easy to get, not to bad protection AND nice bonuses on some of the pieces.. like +25% one handed weapon damage, +20% bow damage.

i wouldn't level smithing and enchanting to much, you gain character levels for ANY skill you increase and all your enemies scale to some extent with your character level, so if you gain 10+ levels increasing your smithing and enchanting for example, but NOT your combat skills, you will actually be weaker, and probably start getting killed in one hit.
i made that mistake with my first character. sneak was my highest skill by far, and i was ok if i could kill stuff before it got to me, but anything that got to me would kill me instantly.. including archer's arrows and caster's spells.

I tend to agree with both Tavman, and mister_lobos points ... Start real early "improving" your weapons and armor every time your level goes up, and be consistant, but don't go overboard smithing until your combat skills catch up. I find the best way to survive long enough to craft my own arms is to combine stealth with bows in the beginning, but be prepared to back up your bows with swords for a while ... a long bow with iron arrows barely takes down a skeever with one shot in the beginning.
