No... draugr are undead nords lore/storywise but not in game mechanics.
EDIT: I'm dumb, you're right. Draugr have frost resistance :P
Silver still works, tho.
But he wasn't saying, they are weak to fire. It's just the most efficient element to use against them.
UESP disagrees with you on the Frost thing, although not the fire thing, AFAIK you're right about that, but as Bernderbert says, fire magic is 'better value' than shock, especially against non-caster draugr (and against most living mages with vanillaish mechanics shock isn't as good as it sounds as their magicka pool often barely goes down in combat as they have hugely reduced magicka costs and so on, I believe.)

That would make the game crazy hard, since Draugrs are present in almost half of the dungeons in the game. Also, the only way to get Silver Weapons is to complete a certain dungeon, which has - you guessed it! - Draugrs inside
Mind you, I often play with Requiem which makes *only* silver weapons, or ones enchanted with fire (I think - maybe frost and shock enchantments also work, but not as well as fire IIRC) work on undead, or fire spells and such, and that's actually surprisingly playable, although it does make silver swords craftable (and places at least one silver weapon in a very convenient location...)

Except those blasted Castle Volkihar skeletons. I nearly got killed by those things when I first ran into one and it inexplicably didn't die from my first arrow.
OMG I know that feel lol, it happens with SIC skeletons too, though now I'm more prepared for it.
That first time though: "Just a couple skeletons and I'm in? No sweat. Just walk up and smack this one with my axe and- wait what? HE'S NOT DEAD. OH ♥♥♥♥ HE'S NOT DEAD DEFINITELY. NOT. DEAD!!"

You can use that mod to make things more fair by making the magic that NPCs use cost the same amount of magicka as the player with his or her spells.
Seriously, the mod is f**ckin amazing while being super simple and yet it is highly underrated.
