If the latter, I thought I remembered reading that it was fixed by the unofficial patch, but in any event the easiest workaround is to take away all their arrows. Give them the good bow and let them shoot their own default iron arrows with it. This will give them a lot better ranged damage than reverting to their hunting bow to shoot those Daedric arrows.
i meant the latter one, thx for the awnser. also it seem that they can use a better bow and steel arrows. every other (better) arrow type wont be used.
You are right. I forget the exact formula, but I want to say base damage of bow and arrows can't exceed like 22 or thereabouts, or they'll revert to their hunting bow. I used to do Elven bows and steel arrows, way back when, but eventually just stopped giving them arrows altogether.

it seems that this range is not in the game anymore. aela (my follower) can use elven arrows (16 damage) with an supple ancient nord bow (14 damage). the wiki also says, that since the dawnguard- dlc followers can "use upgraded bows of higher quality such as crossbows and dragonbone bows with higher level bolts/arrows".
i dont know if this only works for me, maybe someone else can try it out and write their results.
