Blood dragon cant be killed?
So i was running on a mountian when i spotted a dragon he was just sitting in mid air like not flying but sitting.. got a screenshot of it . so now im trying to kill it but when he's out of health he just keeps sitting there 'alive' trying to load save game, restarted skyrim he just keeps sitting in the air..

So you took a screenshot of it, but you didn't post it here, and your profile is private so we can't see it? Nice :)

Open the console, click at the dragon, and type in "kill" (without the " " symbols). He should fall on the ground and die, and you should receive his soul.
If that doesn't work, then instead type in command "disable" (again, without the " " symbols) and then "markfordelete". Then, use the command "player.modav dragonsouls 1". Then save the game (full save, not quick save) and load it. He should be gone and you should get the Dragon Soul
