Broken main quest [SOLVED]

I have a main quest (The Way of the Voice) that doesn't appear in the journal but seems to be active, however the triggers are not working, when i go to Hrothgar, the greybeards gather and Arngeir tells me to demonstrate my voice, nothing happens when I do.

I remember seeing the quest in the Journal at one point many play hours ago, I did a lot of moding and side quests and now I have noticed that it is missing.

setstage has an effect on it, increasing the stage seems to set flags and then Arngeir says different things appropriate to that stage of the quest but triggers still don't work. I can setstage to complete the quest but it does not appear as a completed quest and the next quest does not trigger, even with another setstage to try to start the next quest.
I can find the quest in the SKYRIM Quest Deleter[www.nexusmods.com] but cannot find any dialog references and in game (after deleting) seems to have no effect that I can find, talking to the NPCs, setstage, setobjectivecompleted are not having an effect.

Do I need to restart my 112 hour game? :/

I have around 100 mods active

I have no save that has this quest showing in the journal or before getting the quest

I have tried deactivating all the plugins in NMM but it had no effect on my old save in relation to the quest.

Today I started a new save and finished Dragon Rising, Balgruuf gave me Lydia and told me to go see the Greybeards but the next quest, The Way of the Voice, did not trigger or appear in Journal.
The same result if I deactivate all the plugins before finishing the Dragon Rising quest.

Wow that Quest Deleter mod is horrible, very game breaking if something goes wrong. Did you use it?

I'm afraid the save is probably borked. Post your load order and we will see if we can fix Skyrim without having to make Skyrim vanilla again. To start, verify your game files by following this guide.

First, sort your load order with LOOT, make sure to click on the button upper right that says "Sort" when hovered over, then click "Apply" once it shows up.

This XPMSE.esp=1 should be INSTALLED and loaded after dD - Realistic Ragdoll Force - Realistic.esp=1 and any other mod that changes the skeleton, nothing should overwrite it.

This Weapons & Armor_TrueOrcishWeapons.esp=1 is a patch for Weapons & Armor Fixes_Remade.esp=1 but is loaded before it. This Weapons & Armor_TrueWeaponsLvlLists.esp=1 is a leveled list and should load last. LOOT does not get it right and will have to be manually placed.

Is this Acquisitive Soul Gems.esp=1 the Acquisitive Soul Gems Multithreaded mod? If it is just the original Aquisitive Soul Gems it is obsolete. More about that here;

I think this RaceMenuMorphsUUNP.esp=1 is for the UNP body, are you using CBBE? If so then uncheck this esp.

This ELFX - Weathers.esp=1 is a patch for ELFX yet it loads before it's master.

Definitely use LOOT as described above.

Yes. The save is at the entrance to Whiterun after killing the dragon, I go and talk to Balgruuf, Dragon Rising completes, he tells me to go see the greybeards but I don't get the quest.
I do remember seeing the quest on the old save before I did all the modding.

I figured the quest deleter didn't work because I wasn't able to find all the references to the quest.

The 3 Hi-res texture packs were already in there the first time I opened NMM so I just left it, I don't know where it came from.

LOOTs interface is alien to me, I don't know what you mean by it saying something about the load order but LOOT says this:

Considering that when I try completing the prerequisite quest and I don't get the broken one even when all plugins have been disabled, is the new save broken even before reaching that quest?

what mods could possibly be the cause?

It can be that you have some leftover script file somewhere in your Skyrim data folder from some old mod.
And it is one pain to find it.
