Though more than likely you haven't set up the enb properly.
Stupid question - the CoT weather patch does still require CoT core files, doesn't it? You do have those don't you?
You should install this in the following order, not load order, but installation order...
1. Project Reality core files - set to default levels
2. Supreme Storms - again default
3. Climates of Tamriel Weather patch - check Supreme storms in the prompt
4. Whatever lighting mod you're using, I use enhanced lighting and FX - set to default
5. Then install Realvision ENB. I used the auto installer and then activated the ENB in my files. It prompts you to do it.
There are lots of little files that go with it. I opted to not install the Winter edition.
Ssssshhhhhhhh ... the snow will hear you and I haven't had time to get rid of my basement tan yet!
- Start it.
- Make sure that all mods are selected in the list it provides. Skyrim.esm is not needed.
- Let it run.
- If/when it finds a problem, then it will stop and inform you about it. Fix the problem and run it again.
- Once the program has succesfully finished, then close it. It does not ask you to save anything, because you haven't changed anything. If it does ask you something, then select HELL NO and close it.
- Done.

I disagree.
CoT system is actually very well made. It's complexity does not come form mod itself, but how others have decided to connect with it.
RealVision is also well made. Solid start/disable system makes it more stable than some similar ENBs. It can be a bit complex to install, if you have other large mods using CoT and Supreme Storms.
Usually CTDs with these are simply mistakes. Some patch is missing or other one is installed for wrong file. It happens. I just yesterday wondered why my game crahed during first load of scripts. I was confident that I had installed everything properly - followed instructions to the letter.
Then TES5Edit informs me that I don't have Unofficial SkyRe patch. I thought I did, but it was actually a patch that required Unofficial SkyRe patch (as well as Unofficial Skyrim patch) to work. My mistake was easilly fixed, once found.
I think that this problem is about similar mistake as well.
Edit: Fixed a horde of typos. I haven't had my morning coffee yet.
