Report a translation problem
If you can, try to navigate your character back to the ore vein and start mining again. You can also try finding a chair to sit down on, or anything else like that. Bascially, you need something that triggers an animation sequence that takes over the camera. You may also try using the console to place a chair at you, and then sit on it. Hopefully that should reset the camera.
If you are somewhere that aesthetics matter, such as your home, you'll probably have to reload a previous save to do that. Mining almost isn't worth it unless you quick save just before.
If the issue is still here, and no patch, or update has ever come along to fix it. Not by modders, nor Bethesda, then its safe to assume this glitch is very deeply hard coded and will always be a problem with the game.
The solution to the problem is as simple as making it routine to push F5 before mining.
Same for riding horses. I've gotten stuck on a horse before by the same glitch. Anything that forces 3rd person is unstable. Always quicksave before doing anything that forces the camera in any which direction.
ClickSentinel's solution works, I'm just adding that to get rid of the life-saving bench, after sitting in it, get out and go back into the console window. When in the window, use your mouse to select the bench. You'll know it was successful because an Item ID will pop up in the middle of the screen in quotations. This ID will be different than the item code used to place the object, so don't worry. Once it's selected, simply type into the console window. Voila!
