Annoying glitch, please help. [SOLVED]

I was on a quest where I was in the thalmor embassy when I noticed that I was unable to walk down a flight of stairs. When I attempted to walk down the stairs, I just stayed in the air above it as if I was still walking on ground. I also noticed I can walk through anything. If I try to walk up a hill I just walk straight through it. If I try to jump, my character goes through a very short jump animation but does not go up. If you can, please help this glitch is driving me insane.

Nevermind about this glitch, all I did was load a previous save where the glitch wasn't active, and then played through the quest again.

I tried and it says "collision turned off" and then I can walk around ad fly through the air. When I turn it off though, im stuck at the height that I was when I turned it off, and it just the same thing happens.

How about this.

"Edit: FIXED. I thought fast-traveling to somewhere else might fix things, but I couldn't access my map (or, indeed, my tab menu at all). Using the console command "coc Whiterun" put me back in Whiterun and set things straight. I'm back in Ivarstead now, and everything seems to be going OK."

Fast traveling doesn't do a thing. I can fast travel, i just doesn't help

There is another way to solve that.
Open the console, then type: player.setscale 2
That way you can now walk, but you gonna be HUGE.
So just type: player.setcale 1
(if you dont wanna play as a giant)
