Quest won't start (solved!)

I have a problem with a certain quest in Skyrim. After the quest where you killed the first dragon, there is a quest where you have to go to some people (Greybeards or similiar) and learn how to properly use your scream.

There was a bug with this quest at first, so I used the ResetQuest command and now I can't start the quest again. I talked to the magican in the castle where you should get the quest, but it doesn't show up.

I hope anyone who had similiar problems can help me.

Where can I find him? When I enter his castle, he isn't there.

Hmm.....no where? Not in his bedroom or out on the porch either?

He is there now, but the quest doesn't start when I talk with him about the Greybeards...

And by the way, I'm using a non-modded Skyrim build.

Console commands have consequenses...
But use the console to start the quest again I guess.

You found the command to reset a quest but cant find one to start them? -_-

I'm painfully disturbed by your ill language to describe your situation...Here, I sorted out for you: "I have a quest issue about Greybeards summon Dragonborn to learn the proper way of voice after I completed Western Watchtower Quest and killed the first named Dragon - Mirmulnir. How do I solve this problem? Any Help will be appreciated :)"

Here's answer to that - you reload your last save - 2-3 saves ago if you don't have it that means you have not yet have the hobby of save alot - to prevent glitches like this. Sure, you can use CC to pass it, but what if same issue pops out again (not same quest)? Like BloodFireIce said, there's often consequences for CC lores and some stuff - in terms of COD or malfuntion of game engine and permantely crash you. (that'll have to reinstall the whole game)

Hey, if I met a dragon in real life, I'd probably scream too. My shout would sound more like "I cannot defeat you... RUN AWAY! RUN AWAY!", followed by a girly scream.

I'm having a similar case with the quest Under Saarthal. But slightly different.
I finished the First Lessons quest (already had Lesser Ward as my spell and told Tolfdir as much). Progressed through the lesson as normal. But Tolfdir won't mention Saarthal at all and the next quest doesn't start.
I've tried talking to Tolfdir. Nothing.
I've tried going to Saarthal and waiting a whole week in-game time. Nothing.
I've tried taking Tolfdir to Saarthal by selecting him and using "moveto player". Nothing.
I've tried "Startquest MG02" and "Setage MG02 0" both separately and together. Nothing.
I've progressed through my save file enough that I can't simply load to a pre-"First Lessons" save to try again.

I have no idea what could've happened here. The only thing I could think of is that I skipped Mirabelle's tour because she got stuck in a "We'll talk after the tour" dialog after I killed a dragon in the middle of the College grounds, meaning I couldn't progress otherwise and I just went into the room with Tolfdir and the students, which progressed the "First Lessons" quest as normal.
