Are you sure that you used the equivalent souls with previous armor? You might have used Grand souls with previosu set and only Greater with your current set, or accidentially stored lesser than grand souls to grand soulgems.
That sounds like you did not have the correct size soul gem in your inventory..
Values in enchanting table do not present enchanting values, before you have selected the gem. They mean absolutely nothing before that.
Seeing them to change or degrade is not a proof your Enchanting skill getting poorer. :)
As I said, the first phrase just isn't true.
Values prior of selecting the soulgem has absolutely 0 meaning. They do not represent your Enchanting skill in any way. The proper numbers are visible only after you have selected the soulgem and magnitude.
The latter phrase might be true - I have no reason to doubt it. Are you certain that you did not use any enchantments or potions related to the skill?
