Skyrim Launcher Says "Install" Instead of "Play" [Fixed]
I recently installed Windows 10 and it seems to have messed up Skyrim on steam. I did a clean uninstall and then redownloaded steam and Skyrim, but the launcher says "Install" instead of "Play". When I click "Install" the launcher disappears and then reappears moments later with no change at all. I tried running the launcher as administrator, but that didn't do anything either. I know that other people have had this problem with Windows 10, but the solutions seem to vary significantly, so any idea on what I should do to fix this?

Exit Steam. Delete the appcache folder from the main Steam folder. Then verify the game cache.

When I run the installer, it says that the publisher is unknown and asks me if i want to give the program permission.

That is Windows for you. It's Use Account Control is set to strict level and prevents you from starting the game application.

Make sure that you have adequate permissions to run the game and then give game the permission to run. Select "Don't ask me again."

I figured it out! I reinstalled Skyrim and made sure not to install the High Resolution Pack DLC and when I clicked Install on the launcher, the launcher reloaded and now I can play!
