'Battle For Whiterun' not starting (after clearing 'Message To Whiterun' with console commands)
While doing the quest 'Message To Whiterun' I went to Balgruuf with the axe from Ulfric but no dialogue option appeared and I couldn't clear the quest. So I cleared it with console commands and went to Ulfric (I joined Stormcloak) but he doesn't give the next quest 'Battle For Whiterun'. How can I fix it(receive the next quest)?

The civil war quests are extremely buggy. Have you tried the UESP? http://www.uesp.net/wiki/Skyrim:Civil_War

I read it. Do I have to finish all the main quest(kill Alduin) to receive 'Battle For Whiterun'? I finished 'Season Unending' but didn't finish the final main quest.

No, you should not have to completely finish the main quest. Did you follow the links on that page to the battle for whiterun page?

Yes. I went to battle for whiterun:bugs but I couldn't see the solution to fix this problem.
