In Morrowind, even if your character was a Dark Elf, you were still called an outsider. Apparently, you were born in one of the other provinces, and things like your accent and mannerisms give you away. Some groups, like the Cammona Tong (non-joinable faction but holds a good deal of influence over the joinable Fighters Guild and House Hlaalu) dont like outsiders. And the Ordinators (holy warriors in the service of the Tribunal Temple) often refer to you as "scum" until you get their disposition (basedon your speechcraft, personality and faction affiliations) higher.
As your skills increase, you will also here comments. "Favor the bow, eh? I'm a sword man myself." "Lightly armored means light on your feet. Smart."
Only Orcs have free access to the Strongholds. Other races need to befriend an Orc character by completing a quest they offer. Or, you can ask at the Stronghold, and they will ask you to find an item called the Forgemasters Fingers.
Ulfric might ask a non-Nord why they would want to join the Stormcloaks, if you decide to go that way in the war, but I dont think there's much else. I do avoid the war, however. A while ago, I had a post saying theat really could have gone more in depth with this. In the wake of the Oblivion crisis (previous game, not set in Morrowind but whole Empire was affected), the eruption of Red Mountain and the Argonian invasion, the Empire pretty much abandoned Morrowind. It was the High King of Skyrim who gave Solstheim to the Dark Elves to rebuild. Granted, Dark Elves are treated pretty shabbily in Eastmarch.
