How is it broken?
Are you using the unofficial patches or Usleep? They help fix most of the problems with that quest.
Same goes with setting quests forward, without being aware of what you are doing. See UESPWiki for quests you think are bugged to see if fix is available, or if there is a command for quest stage that is considered as a safe to use.

For the quest, I would advise arriving outside Windhelm in the evening. Walk back and forth between the nearby farm and the stables several times, and enter the city after 8pm. This *should* be enough to trigger the quest to start. Head over to the graveyard and see if the crowd is gathered and the body is there.
But, you still have not explained what went wrong. Maybe we can help with that?
The last part can actually take some time, before actor does the move. It is possible that it was not a bug, unless you ended up waiting for a very long time.
and i cant get the amulet back from calixto

Go there at night and kill the man with the knife. Return to the jarleif and get your reward. The house is now up for sale. oh and btw, spoiler, Calixto is the butcher, so yeah."
Not actually entirely true. Victim does not need to die. In fact, she has never died for me. You can move against the actor when he starts to move against his victim.
If the actor remains essential, or is otherwise bugged during the encounter, then you can try the followig.
- Make a full save, before entering in to area.
- Go near the actor and open console.
- Target actor trough the console with your mouse.
- Type: Disable [ENTER]
- Type: Enable [ENTER]
- Close the console.
This will refresh the actor. It should remove the false essential flag and may even resume his bugged AI.
