Where I can find a fortify sneak ring/necklace?

I am starting to think that it was removed from the game since I havent seen one in 60 game hours.

You can get a ring by following the Dark Brotherhood questline.

They are actually relatively easy to find and steal through Pickpocketing. They are mostly random loot. I am not sure if there are any guaranteed locations though.

NPC's all over can randomly have a piece of enchanted jewelry in their possession.

If you save your game before entering a City for the first time, you can reload and most NPC's items will change. It is a bit of an exploit, but if you really want some expensive enchanted jewelry to help you early on or to disenchant, it is a pretty easy way.

I have one called "necklace of minor sneaking" that grants 15% bonus to sneak skill, so I know you can find one. I forgot where I found it, though, so you are on your own.

Asking "where" is often a wrong question. Skyrim quest and loot are radiant: you will find it when you will find it. Some items loose the % chanche of appearing, just because of luck.

Make one. If you can find something with the sneak enchantment, destroy it so you can make your own whenever you want. If I'm not mistaken, sneak and archery enchantment are two of the most high dollar items so it's a good way to make quick cash in a pinch, too.
