Fort Amol and Eldergleam sanctuary not cleared ?

I was going to Eldergleam sanctuary and discovered Fort Amol. After killing all mages there and looting all treasures, this place is not CLEARED on my map. Same is with Sanctuary. What is problem ? Bug, glitch or something else ?

Those locations are not Clearable.

Is there more locations like these ?

Not sure if there is a list of noclearable locations, but here is a list of clearable ones.

Can't remember off hand but it may have something to do with the Stormcloak/Imperial civ war storyline which may effect the clear status with Fort Amol as this local has a battle tied into it.

Niether of the locations OP mentuined are clearable.

I've had the same experience with forts Dunstad and Kastav. It does seem to be related to the Civil War questline - of particular note, when I went back to Fort Dunstad it was manned by Stormcloaks instead of bandits, even though I hadn't chosen a side in the war. I don't have an answer for the Sanctuary.
