Seems like you are missing some textures and meshes.
And dont disable mods and play on it only gives you more problem.
When you did verify your files did you remove the files in HTTP catche first?
And don't worry I made sure to keep my original saves intact when I disabled mods
I verified my files after I found the problem, it was the first thing I did, I didn't remove any files in my HTTP Cache, sorry I don't really know what that is.
When you remove the http then you force Steam to make new files for your games. It can take some time, but it is good to do first.
And no, I haven't tried reinstalling them, I was also thinking that maybe Static Mesh Improvement might be the problem, I seem to remember it starting sometime after I installed it.
One thing more you can try is to walk to Windhelm. Instead of fasttravel. And see what is happening.

I once had a CTD problem with the Windhelm bridge because of a Tamriel Reloaded HD patch for SMIM that conflicted with Better Dynamic Snow.
Your problem looks worse though. You should try deactivating esp plugins a few at a time to isolate the problem.
