Edit: I see now the "normal" backpack, where I always put the items I give them there, as well as arrows. They still don't use my arrows :(
Could my problem be because I play with custom followers, one from Interesting NPCs?
That might as well be. Did you notice that there is a compatibilty patch for Intersting NPCs, under AFT optional files? Filename is AFT_iNPCFix_1_00 and there is a discussion about that under Forums tab (AFT Download page.)
I have experimented with this quite a bit, since reading about it, and have found that I can have them doing a lot of damage, if I keep them using iron arrows and an Elven bow, rather than having them default to a plain old hunting bow, because I tried to give them Elven arrows.
Every now and again, I just go and take away any other arrows they may have on them.
Fixed in Unofficial Skyrim Patch since 1.0 or USLEEP.
