The non-legendary unofficial patches aren't updated these days, but they're still worth installing if you're not going to unlock the rest of the game yet. You can switch 'em out later.
Buying the legendary edition of the game on special is generally the cheapest way to upgrade, even if you already own the base game - it adds the extra content to whatever you already have, as opposed to making a separate install.

but dont forget they can also make mistakes, but it can also be another mod that do that. so its very hard to test and figureout sometimes.
but if want all side quest and other ingame issue fived then this is a most and you dont have a choise at all. behesda is known for not fixing leftovers issue,
people also forget how many combinations some quest can be if user change minds and dont follow normal event in the quest, we all think there is only 1-3 solutions but there are so many more that we dont even think about. untill 1 user discover that bug,
Unofficial patch is basically just a mod, despite of it's name. It does not replace the Official patch, instead it relies on changes that Bethesda made in their final patch. Using the Unofficial patch is highly recommended.
If you have all DLCs (DG, HF, DB), then make sure to pick up the legendary version of the patch. Older individual patches are no longer getting new updates. Of course using them is still recommended, if you do not own all DLCs. They fix several problems from the game, including cases of save bloat and broken cleanup scripts from vanilla game. All of these fixes are naturally linked to legendary version as well.

Official patches were made by Bethesda. They are integrated to your game by default.
Unofficial patches are made by community. They are fixing problems that Bethesda did not fix in their official patches.
2. The discontinued "Unofficial Skyrim Patch" still fixes a massive number of bugs that can leave quests in a state where further progression is impossible. Its not only safe but its UNSAFE in my opinion to play without it.
The only issue that might come up is if a mod expects you to be using the new legendary patch instead of the old ones. If that happens then you might just have to do without those particular mods.
USLEEP is safer than individual patches, because now fixes are integrated. Previously separate patches were overwriting changes from each other. That was the only way to make them to affect exactly to those points they were meant to fix. Naturally this caused problems between them.
These problems no longer exists, when all fixes are integrated to one patch.
Skyrim is old game and LE has been in sale many times enough to be considered as a standard.
