BUG Scoundrel's Folly Quest

Well guys, i have completed the quest Dampened Spirits, after that, Brynjolf send me to talk to Mercer, but the quest Scoundrel's Folly doesn't start, i try to speak to Mercer, but he just keep saying to me that he's busy. I have tried almost every thing. the console command "setstage" doesn't work, i have installed the unofficial Skyrim legendary edition patch, and nothing. Do you guys have any ideia?
