Go to Documents/My Games/ Skyrim folder. From inside folder delete skyrim.ini and skyrimprefs.ini. Then run game via steam to reinstall both files in their vanilla state.

Skyrim's ini files are located in your Skyrim folder, which is located wherever you installed Skyrim at. For many folks that would be Program Files>Steam>Steamapps>Common>Skyrim.

Since the PC version of the game is Steam exclusive, we can't reply to that.

However, your account owns the game. Why wouldn't you be able to use legal copy from your brother's PC? Steam does not limit the number of computers, just users - and games can be played through family share.

No, those are the templates the game uses in order to create the working ini files. If you delete the ones in your game folder, you may not be able to create the ones in the Documents folder the game actually uses, and your game won't load up.
