Get Invisiblity and muffle spells " using them and sneak up behind a guard that is on his own ... like the guard at the Loreius farm so that you approach totally undetected getting to dialogue range stand up with invisibilty still working and talk to guard with no weapons in hand and hands sheathed.
You should get to the I know you dialogue.... then answer that you want to pay for crimes ... whichever is the cheapest choice.
That will work unless you have a mod that changes your guard dialogue ..... in which case you need to find and remove that mod! Doing more murders will never make it easier to clear your name.
In your main menu look at crime and see what your bounties are!

Those were all methods of cure and transforming back I could find. Guards still attack me on sight. Other people act normally, though.
Have you tried going back to really old save games to load... to see if that problem had existed a long time ago? Like any saves as you started Dawnguard. Do they load up and have that problem?
If you load a save where you were offered to be a vampire, load that and accept to see if that clears your werewolf status. Or ask Serana to turn you!
Have you tried the "Skyrim script cleaner" http://www.nexusmods.com/skyrim/mods/52363/?
If it is something "baked into a save file this can remove loose scripts from buggy save games. It doesn't always cure the systom that caused it but does remove buggy scripts.... An with all the console commands you could a variety of new problems from that.
After cleaning ...you could also try to go to a small indoor bedroom and sleep for a month ...which allows all of skyrim to reset.
