The king who worshipped Talos, opposed White-Gold Concordat (as Elisif and Tullius did) and kept Thalmor inquisition out of Skyrim is naturally a "puppet."
Makes sense, seeing that he was killed by Thalmor "puppet", who gave inquisition a legal right to come in. ;)
Ulfric was capture during the great war and tortured.
He broke after the thalmor conquered the imperial city.
But he didnt know that.
The thalmor made him believe that the information he provided cause the imperial city to fall.
Then they let him escape.
During the battle of the red ring the empire reconquered the imperial city and destroying 90% of the altmery dominion force's.
They didnt know that and the thalmor bluffed them into signing the white gold concorded.
Part of the "peace" threaty demand's that the empire help root out talos whorship(a story on its own)
The empire pretends to play nice while building up there force's.
They outright ignore talos worship unless the thalmor are around.
That is why hmskeer can preach all day long and not get arrested.
There are no thalmor to force the empire to follow the threaty.
When ulfric return to skyrim he saw the people who tortured him being allowed to walk and arrest people for worshiping talos(the human god)
So here we have a broken man who's enemies are in his very house.
And like all broken man he can do only two things.
Fight or flight.
And he choice to fight.
After so many set backs he came to the conclusion that the empire was weak for allowing this to happen.
That skyrim was kept weak by imperial goverment.
The empire is dieing and it is draging skyrim down with it.
He try to convice the high king to decleare independse.
But after years of attempting to convince the high king to decleare independse ulfric came to the following mindset:
He failed to protect his homeland once's.
He will not do so again.
He will lead skyrim to victory against the hated elves.
He will restore skyrim to greatness.
He will because he must.
First he remove the symbol of imperial rule in skyrim.
The high king was suppos to be the rule of skyrim yet he cant protect himself.
He was unworthy, a puppet king.
He had to be removed so skyrim could be free.
So that a true high king could lead skyrim to glory.
Ulfric believe's that he is skyrims only hope for freedom, for glory, for prosperity.
His viewpoint has been twised by what happend.
In his mind the only right way is the nord way.
All other ways are wrong.
Ulfric murder the high king to send a messge.
That skyrim would no longer bow to a weak dying empire and there thalmor masters.

He believe's he must lead skyrim.
For nobody else will do what must be done.
Of course my character disagrees, seeing the same stuff from Empire's point of view and responding in kind and being able to make a difference between Thalmor and elves - both in general and as a citizens of the Dominion. Judging peoples for anything except their own actions is strange to him.
Gjalmar conforms that they plan to attack against Summerset Islands, after the civil war is done. Seeing how combined forces of the Empire and Skyrim (still part of the Empire) could not completely halt the Thalmor led Dominion, such war would only come to success if Imperial forces will join to it.
At the end of the Civil War Tullius also conforms that Empire plans to continue the war against Thalmor, when the situation in Skyrim is under control. Nords will have their war against the Thalmor in either case.
Ulfric and Tullius are a strange pair. Both were against the White-Gold Concordat, both are veterans of the Great War and both despise Thalmor. Tragedy of this war is that they would make a damn good pair as brothers in arms against Thalmor forces, if the political situation would be different.
