do dungens refill over time ?

I believe it takes 30 ingames days for them to be refilled.

After 30 days, dungeons are reset. Other game locations are 10 days.

By loot, no, by enemies and enemy loot, if the dungeon is not marked as cleared on the map, then yes, enemies will respawn with gold and weapons and such, so as long as a dungeon is not cleared, you can keep going back after 30 in-game days to gain loot, but you may not need it, seeing as though there will be enough gold to find all over. That is all I know, I may be wrong about the chests, but wait at least 30 days to go back.

Most dungeons are reset after either 10 or 30 in game days (depends on location). Even those marked as cleared will respawn (except certian locations). This page may help.

You are wrong they will respawn anyway cleared or not.

There are a few areas, mainly quest related ones, that will not respawn at all. There are very few of those though.

There is a steam mode called 3-day respawn time on steam to make it respawn in 3 days :D

It'd be aweful if you're really tired after slaying all of the inhabitants of a cave / dungeon / stronghold and decided to take a bit of rest on one of the beds, but you overslept a bit because you know... mass genocide really takes a lot out of you... and you wake up to the relief squad of whatever you just slew... 3 days ago.

It'll be a long struggle to get back to the exit!

Cells won't respawn if the player is in them. You have to away from it for the entire time it takes for the respawn timer to count down, otherwise it resets back to the beginning again.
