Get 2 ore, go to a smelter, such as in Whiterun, at the blacksmith near the gate, it will look like a bee hive, with a little smoke coming out. Walk up to it, when close enough an E will appear. Pressing E will bring up any ores that can be smellted, note, if you have any iron ore at the same time Iron will be highlighted, as well as Steel, as you need both ore to form steel.
