you will need the strings files of the language you want (not easy to find ) and have to alter the ini file to the language you want,Right-click on Skyrim.ini file, Change sLanguage=ENGLISH to sLanguage=whatever, also this may help http://www.nexusmods.com/skyrim/mods/245/? however depending on the languge you want Steam may just overwrite any changes you make when you launch the game

Be careful trying that - choosing certain languages through Steam switches you to a version which specifically uses that language, and Bethesda didn't release the final patch for many of those alternate versions of the game.

This can cause no end of problems. If, after changing, you no longer have version 1.9.32.0.8, best to change back.

if i change language will it save my progress in the game?

Doing so shouldn't affect your save games, but they're in your personal Documents folder (under My Games\Skyrim) if you want to back them up first.

You mean that when i change language steam sometimes just set it back to english when i start game

Yes, files are backed up by copying them somewhere safe.

firstly what language are you trying to change to ? and the only other place i know of getting string files i can't mention due to Steam's rules, as i have only changed the language once with Steam and as soon as it started it "updated" the files and reverted to the languge version i paid for (i was trying Japanese just for fun) perhaps contact the Steam help page
