No bounty quests available?

I am going to clear some dungeons around Whiterun hold, and wanted to get some money from bounty letters along the way. But neither the Jarl's Steward or the Innkeeper have a dialogue option, despite the fact that I still have at least 3 places that aren't cleared, like White River Watch or Redoran's Retreat.
Anybody have a clue as to why it's happening?

For each bounty quest you must do 1 non-misc. quest to get another. That is for each hold. So if you did a bounty quest in all 9 holds, you couldn't get any more until you completed another non-misc. quest. Then you could do another bounty quest in all 9 holds. Lather, rinse, repeat.

I didn't do any bounty quests yet. And do you mean non-misc quest or non-radiant quest?

No. Not until you complete a non-misc quest. After finishing one, they'll have another 4 u.

just walking by a guard can trigger a bounty quest like White River Watch, the guard will say something, then your map will update.

Those aren't technically bounties, since you can't get 100 Golds from a Steward upon their completetion.

darkknight, I don't know why my game would be any differant, since I'm not using any mods that affect quests in any way, but when I travel and arrive at an Inn I always have the "I'm looking for work, got any leads" option. The Innkeeper responds "Here, the Jarl's men dropped off this bounty letter". This is at every Inn and no other quests were done.

Those are bounty quests. And that is very definitely weird. If you haven'y done a non-misc. quest between them, that shouldn't be happening. At least not within the same hold.
