Report a translation problem
The problem with shadows is that outside there is literally only one shadow map being cast over the whole scene.
The further the shadow view distance, the more stretched out and low quality the textures become (because it is literally strecthing out the shadow map).
You have to trade view distance for quality.
I found that settind shadow view distance to 3000 or 4000 as opposed to vanilla 8000 is the best balance between quality and distance.
There are other INI tweaks that can help improve shadows, just look them up.
