Bethesda Devs : So should we include other options for Khajiit in their customisation?
Todd : How much will it cost?
BD : Not much, it's just art assets on established skeletons
Todd : That's too much, mods will fix it.
BD : But the artists have nothing to do in the last few months
Todd : Fire them then.
But if you want the real reason, it's because 95% of Skyrim's audience don't know or care, and Bethesda loves cutting "unnecessary" corners whenever it can.
Do you want the Khajiit that resemble elves, or the ones that walk on four legs and are used as horses?
In all honesty, Skyrim-era Khajiit is exactly what I think of when people say "cat-people" even before I saw gameplay footage.
