Blessing of Talos not working

In whiterun (where there is a shrine of talos) i used the shrine, and it showed that i had been cured of desieses, and had other blessings removed, and i had the blessing. But when i went in to see what the blessing did, the blessing said that the time between my shouts is reduced, but by 0%. Kinda defeats the purpose, because you can't have 2 blessings at the same time.

DISCLAIMER: I did not have the amulet of talos equipped. (I don't know if that affects the blessing)

I do not know if this is a glitch or not, but i am pretty sure it is a glitch.

Thanks for the tip. Probobly would have never got that on my own.

Not that I have found. And obviously any bug it causes would be preferable to the many bugs of the vanilla game.

The unofficial patch if anything like the Oblivion counterpart, probably fixes several exploitable glitches that likely unbalance the game in some way.

Not having those glitches might be considered a downside to those who exploit glitches.

There is no need to use words "probably" and "if", when release notes are available for all unofficial patches.
