Who is stronger, Tosh Raka or Alduin?

Yes indeed Alduin was the first of the Aedra, and was the leader of alll of the dragons in the war against the Nords. But, Tosh Raka, is part of the race from the country Ka' Po Tun, but still is able to transform into the largest dragon in the world! So who is stronger?

Probably Tosh Raka in this point, though unlike Alduin , Tosh raka Can't SHOUT, which would make the fight a bit futile to Tosh raka, since Alduin could continuisly cast Meteor rain, Fog, Fus ro dah etc.
