Two-Handed Power Attack Glitch

Sometimes I will randomly get a glitch/bug that makes it so I can't do power attacks with two-handed weapons. I have to close the game and then open it again to make it go away. Does anyone know of a fix for this? I don't have any mods that alter or change attack animations. The only mod I have installed that is related to two-handed weapons is "Fix Two Handed Weapons" but that just changes the positioning of two-handed weapon when they're on your back. Nothing else.

So why is this happening? I just want a mod that fixes it but when I look for such a thing I get a bunch useless discussions that are related to two-handed weapons but not the glitch I'm experiencing.
