Er, no, they don't. Living necromancers do have a habit of temporarily zombifying dead NPCs (including other necromancers), though.
Not unless you've got a mod making him that way, no, he's not.
If an essential NPC takes lethal damage, they'll fall to their knees. Protected NPCs do the same, but can be killed if they take further damage in that stage (though other NPCs won't intentionally attack them while they're like that). If you see an NPC actually fall over as a corpse, though, then that's it: they're dead.
(Or maybe paralysed, but enemy NPCs seldom use that effect.)
Some mods which add animations to NPCs can sometimes put them into a weird state where the game thinks they're constantly performing them, and won't let them die until they finish. If you see the dead spontaniously get up and start moving, then odds are that's what's happening. Try shanking him yourself if you're not sure - if he immediately gets back up again even after kill animations, then that's what's happening.
If you were in Hob's Fall Cave, it makes sense that enemies were coming back to life a lot. It's a base for necromancers, and they love doing that.
