He is usually at Loreius Farm, North of Whiterun with a broken wheel, until you advance far enough into the Dark Brotherhood questline when he arrives at the Dark Brotherhood.
He is likely still at the farm because you never triggered the DB questline for him to move to the sanctuary. If he is not there, maybe he is disabled.
I once found her near that Blackbriar house, hunting for blood, as i was on the way to join the Dawnguard. I just imagined how awkward that convo ment.
"Hey Babette, what're you doing out here?"

Tee hee. Bethesda is twisted that way. They put characters (and the player) in situations that are highly improbable. Heimskr hollering about Talos publicly when it is illegal. The vampire Serana parked in the headquarters of an organization dedicated to wiping out vampires. There are lots more that make me go "hmmm..."
Anyhow, morale of the story is Morrowind got to keep a lot of its customs and stuff, unlike other places like Elsweyr, due to Tiber doing some harsh negotiating involing the Numidium.
