Missing Dark Brotherhood members.
Alright, so I started a new character and this time instead of joining Astrid and the Dark Brotherhood, I decided to kill her. That triggered a quest which led me to Mora (the same dude who tried to kill me after I took a contract on the emperor). Anyways, I was told to dispatch the remaining Dark Brotherhood members, I sneaked in and killed them all. But with the exception of Babette and Cicero missing.

Anyone know why? I get why Babette is not there, Bethesda would have trouble having us kill little kids. But where is Cicero? It would be cool to have a mod that starts an additional quest that has the Dark Brotherhood regain their strength and pretty much complete the contracts that you would have been doing if you were a part of it, but your quest would be to try and find the culprits.

Since you chose to destroy the Dark Brotherhood, you likely never met Cicero.

He is usually at Loreius Farm, North of Whiterun with a broken wheel, until you advance far enough into the Dark Brotherhood questline when he arrives at the Dark Brotherhood.

He is likely still at the farm because you never triggered the DB questline for him to move to the sanctuary. If he is not there, maybe he is disabled.

You can't kill Babette. She's in the ChildFaction or something, and as par with Beth games you can't kill kids. Thus, similar to (Fallout 3 spoiler) How in Tranquility Lane, when your tasked with killing all the residents, Tommy, a kid, becomes a garden gnome eliminating the issue of killing him . So Babette just isnt there. If your in the DB, you can occasionally find her "looking for a bite to eat." Which i think is supposed to be a cute mechanic/give reason to why she isnt there if you decide to kill off the DB.

I once found her near that Blackbriar house, hunting for blood, as i was on the way to join the Dawnguard. I just imagined how awkward that convo ment.

"No, just joining a faction dedicated to killing every single on of your race and it's kind."
"Oh..."
"Yup! Seeya later, Babette!"

Tee hee. Bethesda is twisted that way. They put characters (and the player) in situations that are highly improbable. Heimskr hollering about Talos publicly when it is illegal. The vampire Serana parked in the headquarters of an organization dedicated to wiping out vampires. There are lots more that make me go "hmmm..."

I think its also to do with 'allowing' the Dark Brotherhood to continue in Elder scrolls 6. With Babette and Cicero not there. So either if you joined, ignored or destroyed the DB, they'll still have a presence in future games.

This is only about the one in Skyrim. There are a lot of sanctuaries.

Nope. The Falkreath sancturary was the last remaining one in all of Tamriel. From the Wayrest santurary being destroyed by corsairs to the Bravil one being destroyed from the Skooma turf war, to the Elsweyr Sancturary's members being integrated into Skyrim, Falkreath is the last. They got pounded in the Great War as well as the Oblivion DB quest.

Yeah, Morag Tong are always an option. They're probably sitting pretty if the DB isn't a thing anymore

They were based in Vivec though, And the High Fane did smash the city apart when it fell.

Dragonborn shows they are still around, and most likely in better shape than the Dark Brotherhood currently is.

The Tong in DB were so awfully portrayed. Wearing generic shell armour or whatever, they're portrayed as garbage thugs, not the political faction they are

Yeah, like I'm not that far into Morrowind(half the time I have spent playing is running from cliff racers and the like), but one major thing that was mentioned was that the Empire turns a blind-eye to them or something like that. That is quite interesting.

Same with slavery. Everywhere but Morrowind it's outlawed. They came close to outlawing it due to House Hlaalu, but following the Crisis it went out the window pretty quick. Then again, the Argonians wrecked House Telvanni, the main slavers, so i doubt slavery is practived much.

Anyhow, morale of the story is Morrowind got to keep a lot of its customs and stuff, unlike other places like Elsweyr, due to Tiber doing some harsh negotiating involing the Numidium.
