It must be another mod
well you're wrong it has an exterior lighting component in the new version it is baked in the installer however I don't use it (COT+enb)
question what version of elfx? and what modules if it is the latest one? have the impression it is ELFX weathers btw.

I tried to start my game by unchecking esp ELFX - weather and it's actually one that causes this change, my question is whether it is normal that so colored / luminous?
Just keep in mind, unless the mod EXPLICITLY states compatibility on their mod page, weather mods are usually completely incompatible (mods that impliment their functions via scripts are an exception, like wonders of weather which is compatible with everything)

So CoT seems better for weather, but the fact is CoT doesn't change the color like the first screen on my first post.
how I can combine the beautiful colors of ELFX Weather and CoT?
For color adjustments, I recommend that you use a SweetFX/Reshade setting. You can find some on the nexus, like ICBINE 2 (I cant believe its not ENB). SweetFX also has less intensive AA then Skyrims default so that can be good as well.
