You can use that mod to set how many perks you get per level up and adjust other settings.
If you're playing without any perk overhauls though, 1 point per level should be just fine, considering you can make skills legendary once they reach 100, get those perks refunded, and level the skill again giving you more levels and thus more perks.
Easiest skills to relevel imo are the armor skills, block, pickpocket, sneak, alchemy, alteration, illusion, conjuration (unless you have the unofficial patches), and speech.
