dead npc quest giver = quest removed from quest list= fail!
since you seemed to play murderer style my advice ignore all quest and just ignore most because as murderer you will mostly not be able to complet quests! Because murdering tends to break quests:P focus main story about alduin and ignore rest! sicne mostly only main story is murder save ,rest can actually be killed! unless you have a mod that changes them to essential! as murderer the only one you can kill is standrad common town guards those the only that doesnt break the game rest npc murdering tends to break one or more quests!
reason town guards save are becuase the respawn all the time! and mostly no quest target linked to them only town bounty! so if want increase your head bounty kill guards ! 1 guard on standard setting 1000 bounty for are the area the guard is part of!

But, but... you know, I was there for that whole sordid affair. Marvelous time! Butterflies, blood, a fox, a severed head... Oh, and the cheese! To die for.
You've sort of boxed yourself in by offing the maids. A console command for the key is your best bet at this point. I rather liked this little quest, though the Wabbajack is fun to play around with for a relatively short time. The conversations with Sheogorath make it worthwhile.
