Report a translation problem
In order to get help, you'll need to list your load order (LOOT, upper right corner, click the three dots, select "copy", paste here).
It sounds like a mod issue, but without knowing what mods you have, and your load order, it is impossible to tell.
You can do this by multiple methods like Nvidia Control Panel (or the AMD equivalent) but I had the most success by going into my monitor settings in windows and setting it to 60hz refresh rate.
Granted I have a monitor that goes beyond 60hz so I don't know how well it would work on a system that can only output 60hz, or if the problem even exists on a 60hz system. This is just what worked for me after weeks of research and experimentation.
