How to make blade of woe good
Blade of woe has very high base damage but a crappy enchantment. What perks do i need to make sure it doesn't run out of charges and to make it deal more damage

Weapon enchantments are governed by the perks and other buffs that handle their related spell schools. For example, drinking a potion that fortifies your Destruction power makes fire-based weapon enchants deal more damage, and for the same, equipping Destruction spell-cost reduction enchants would get you more weapon charges.

Likewise, if you were using a weapon enchant from a different school, then that's the school you'd want to buff. Personally I wear a 100% spell cost reduction set for Alteration, and dual-wield weapons with the most expensive Paralyse enchants I could create.

I'm fairly sure the Blade of Woe's enchant ("absorb 10 pts of health") is Destruction-based, though personally I'm a fan of this mod, which allows you to entirely respec it (and most any other bit of gear) into something else:

So would that mean as an assassin you would have to level up your destruction in order to make this weapon good

That would help, but you could alternatively level your alchemy or enchanting skills. For "best" results you'd be doing all three, and smithing as well!

One way to make the Blade of Woe good is to use a mod or make your own.

Increase the enchantment amount from 500 to 1000 or higher, so that it has more charges.

I have modified a few items like that myself, so they don't run out of charges with a handful of uses.

... so the better you are at enchanting, the more spell-cost reduction you can apply, and the more charges you'll get out of your weapon.

Raising your total casting reduction to 100% means unlimited weapon charges.
