Are you sure it isn't telling you to learn the second word of the shout he teaches you while in Tamriel? (Can't remember the name of it.)

well he doesn't learn you to summon him it's a new shout called soul tear

That's not quite what I asked - normally when you first summon Durnehviir while in Skyrim (or Solstheim etc) he teaches you one word of Soul Tear (http://www.uesp.net/wiki/Skyrim:Soul_Tear), then you have to summon him two more times to get the second and third words of that shout. What does the quest say? I'm trying to check if you're getting mixed up (and merely need to summon him twice more) or if there's actually a bug/problem and it's telling you you need to learn the second word of Summon Durnehviir.

He probably expect Durn to teach him the full shout, and now just thinks that Durn only taught him one word, and he has to find the rest somewhere else. Not to mention he seems to have mixed up summoning Durn with soul tear.

She can't sleep in the rooms you've made, so you simply don't have a house where she can stay. If you can't add a proper bedroom at this point, you should still be able to stick her in the upper area of the main hall if you craft the beds with the workbench up there.

I think. Rayya may or may not complicate things by claiming a bed for herself.

You don't need to have the bedroom extension per se - what you do need is a single (child/follower) bed in the main hall, plus a chest and dresser in the same area. Check on the UESP wiki before making them, and also make a hard (menu, not quicksave/autosave) save before you do, then go straight to Whiterun and see if Lucia can be adopted now. You may need two child beds, chests etc, I'm not sure.

And if it doesn't work, make more beds, and failing that, leave the house area for an in-game week or two before asking her again.

Though I doubt you'll have much difficulty after you've followed gnewna's steps.

Btw, from the UESP:

After building the Main Hall, you must add one or two single beds (depending on how many children you wish to adopt) and a dresser for their clothing and toys. It is not necessary to build the Bedrooms addition on the west wing of your home; however, if you do build it, you must build both the child's beds and child's chests in order to adopt even one child; your children will then move into the bedroom.

So one single bed for Lucia, plus a dresser in the same 'room' (well, bit of the landing) should do it. Make sure you save before building and go straight to Whiterun, as I say, just in case something doesn't quite work!
