Is there another level-editor than CreationKit?

Im wondering if there is an level-editor to make outdoor areas and not only indoor areas like you can with the CreationKit.

People a lot smarter than I am have been suggesting using TES5edit to mod, instead of ck. I haven't yet learned it, so I'm not sure what its capabilities are, but you may want to look for a tutorial and see if it will do what you need. They say it's considerably more stable than ck.

The Creation Kit is pretty much what the dev team used to make Skyrim, so you can do everything they did with it. Including make new lands.
