When I was going to get the schedule inside the outpost in Dragon Bridge, Gaius followed me inside and kept staring at me. The only way for him to move so I could get the paper was to exit the outpost as he was speaking to me, so he followed me outside.
Started over from before I went to Dragon Bridge. Went in, took the schedule, didn't show myself to him once after that. He goes to Solitude, but then no further. Doesn't matter what I do, how many days I wait, he won't leave Solitude. Just staying at the inn in Solitude or fast traveling to the next city, but he won't come.
He can apparently ONLY go to Solitude, nowhere else.
Most frustrating thing I've ever done in this game.
Sure, he walked straight over to the Palace of the Kings. Next day, he went on his merry way to Riften (though he did circle back between Kynesgrove and that Giant's camp to the south, over and over until I moved him again), and the day after that, to Whiterun, where I murdered him to death.
Lots of stealth practice, but even though I had to break the stealth and save his skin when he was attacked by bandits on the way to Whiterun (that tower by the waterfall), he kept acting normally and went all the way to Whiterun.
