Gaius Maro won't MOVE

I'm on the quest "Breaching Security".

I got the quest on Sundas. On Morndas he's supposed to be in Solitude. Sure enough, he went to Castle Dour, but I did not follow him there, I simply took off from Dragon Bridge to Solstheim, decided I can wait for him in Windhelm on Tirdas.

But he's not moving. I thought that maybe I have to follow him, so I rode all the way to Solitude, and the guy is standing down the stairs in Castle Dour, not moving. It's Tirdas, so he's supposed to go to Windhelm.

I tried everything. Getting a night's sleep, waiting (even for 24 hours), console commands to disable/enable, moveto player, bumping into him endlessly, talking to him. He just won't move.

I moved him out to the courtyard with console commands, waited until Middas, HE'S STILL NOT MOVING.

I don't want to kill him in Solitude, because this is such a special quest and I don't know whether I'll ever do the DB on a character again, not in the foreseeable future anyway. And I really looked forward to stalking him all over the province.
(I did do the quest once a few years ago, but remember nothing of it, probably just killed him right away.)

I wonder if it was broken because I went to Solstheim, but he was acting funny from the start.
When I was going to get the schedule inside the outpost in Dragon Bridge, Gaius followed me inside and kept staring at me. The only way for him to move so I could get the paper was to exit the outpost as he was speaking to me, so he followed me outside.

you were supposed to catch up to him and follow him and he isn't supposed to see you

Why isn't he moving though? I went back to a previous save before Dragon Bridge, went there, did it all over again, waiting until the next day, and he isn't even leaving Dragon Bridge now.

did you try to sleep in an inn?

Sure. Sleeping, waiting, for days.

Started over from before I went to Dragon Bridge. Went in, took the schedule, didn't show myself to him once after that. He goes to Solitude, but then no further. Doesn't matter what I do, how many days I wait, he won't leave Solitude. Just staying at the inn in Solitude or fast traveling to the next city, but he won't come.

Now I tried not going to Dragon Bridge until Tirdas, thinking now he HAS to start walking to Windhelm or Riften, so I can stalk him along the way. Nope. He's refusing to move from where he was speaking to his father. Again, I'm not showing myself.
He can apparently ONLY go to Solitude, nowhere else.
Most frustrating thing I've ever done in this game.

are you in stealth and is the eye completely closed while in stealth? If he senses you there he won't move even if he don't see you

I solved it, just after I wrote last time. The last thing I could think of trying was to teleport him to where he was supposed to be. In Windhelm on Tirdas, I hid and used an invisibility potion, and used console commands to move to him to me.

Sure, he walked straight over to the Palace of the Kings. Next day, he went on his merry way to Riften (though he did circle back between Kynesgrove and that Giant's camp to the south, over and over until I moved him again), and the day after that, to Whiterun, where I murdered him to death.

Lots of stealth practice, but even though I had to break the stealth and save his skin when he was attacked by bandits on the way to Whiterun (that tower by the waterfall), he kept acting normally and went all the way to Whiterun.
